Is My Pension Guaranteed?
A question that deserves a precise answer, not a reassuring one. The real answer has a genuinely strong "yes" in it โ and two limits worth knowing exactly.
๐ฌ GLP Retirement MinuteYes โ for benefits you've already earned.
Michigan's constitution (Article IX, Section 24) explicitly protects "accrued financial benefits" of public pensions as a contractual obligation that shall not be diminished or impaired. That's real, constitutional-level protection โ stronger than what most states offer, and stronger than what most private-sector pensions ever had.
This protects benefits for service already rendered. It does not stop the legislature from changing the rules for future service โ which is exactly what's happened repeatedly (2010, 2012, 2018, 2024). This is the entire reason your hire date matters so much throughout this whole roadmap: past promises are locked in, future terms have been renegotiated more than once.
The Michigan Supreme Court has specifically ruled that retiree healthcare benefits are not "accrued financial benefits" under this constitutional clause. Your pension and your healthcare benefit are not equally protected โ worth knowing given how much of this roadmap discusses both together.
MPSERS does carry a real, publicly reported unfunded liability โ a legacy funding gap from decades of past decisions, not a reflection of anything happening with your own contributions today. It's being paid down on a scheduled, multi-decade timeline. Unlike a single city's pension fund (Detroit's, for example, which went through bankruptcy), MPSERS is a statewide system โ not tied to any one district's individual financial health.
"Guaranteed" is a fair word for benefits you've already earned โ it's a real constitutional promise, not just a policy that could vanish overnight. It's the wrong word for assuming the terms of your future service can never change again, and the wrong word for your retiree healthcare specifically, which sits on different legal footing entirely.
