Why Does My Hire Date Matter?

One date, doing an enormous amount of work. Your hire date independently drives three separate systems โ€” and this page is the one place that puts all three side by side.

Three Systems, One Date, Three Different Cutoffs

1

Your Pension Plan Type

Basic, MIP, Pension Plus, Pension Plus 2, or DC โ€” determined entirely by which side of five statutory boundary dates your hire date falls on. See Step 1.

Boundaries: Jan 1990 ยท July 2010 ยท Feb 2018 ยท July 2024
2

Your Healthcare Track

Premium Subsidy or Personal Healthcare Fund โ€” determined by a completely different cutoff that has nothing to do with your pension plan boundaries. See What Happens to My Healthcare When I Retire?

Boundary: September 4, 2012
3

Your Retirement Eligibility Rules

Which age-and-service combinations qualify you to retire depends on which plan you're in โ€” which, again, traces back to your hire date. See When Can I Retire?

Rules attach to plan type, not a separate date
The part worth remembering

Systems 1 and 2 use completely independent cutoff dates. Someone hired in 2011 and someone hired in 2015 could both land on Pension Plus โ€” identical pension plan โ€” while ending up on different healthcare tracks, because September 4, 2012 falls between them. Your hire date isn't one lookup. It's several, run against several different calendars.

The bottom line

If something about your benefits doesn't match a coworker's even though you started around the same time, hire date is usually why โ€” and it's rarely because of a mistake. It's because Michigan's retirement system has been amended in pieces over decades, and each amendment picked its own effective date rather than aligning with the ones before it.
